NCP calls for moratorium on power projects, questions unilateral & authoritative Govt action

ITANAGAR, Apr 29: Unless a River Water Sharing agreement is reached with China, the state government must put a moratorium on further signing of MoAs with power developers in the state, said NCP Arunachal Unit. Since the downstream Arunachal shall be at the mercy of upstream HE Project with total installed capacity of 40,000 MW in Tibet, it would be, therefore, extremely unwise steps to dig our own grave, the party said. Arunachalees must understand the politics of water and the territory between the two Asian super powers, it said.

On other hand, even after the state government assured a white paper on Hydro Power projects in the state, NCP state unit insists that there is something amiss in the whole deal.

NCP alleged that the healthy democratic principles of consultation, discussion, negotiation and majority will of the public of the affected areas were not taken into consideration by the Government while signing MoAs with power developers. Such unilateral and authoritative action by few in power is highly objectionable, undemocratic and goes against the traditional tribal ethos of land owning system, said its Vice President Tad Tana.

Refuting Govt. claim of having consulted with elected representatives of the Projects area before signing of MoAs as false and fabricated, the NCP said that the party has solid and unflinching evidence to prove the involvement of the middleman who were neither elected Panchayat Representatives nor Member of Legislative Assembly. Even if some privileged elected  leaders were consulted before singing of MoA, NCP Unit Arunachal questioned the legitimacy of such self-oriented leaders to mortgage the Project and Projects sites in the name of public interest without prior informed consent of the traditional local land and river owners, he said while adding that having elected as leaders do not necessarily empower them to secretly play around with the property of the community.

While welcoming the disclosure of Rs 1150.06 crore as processing and upfront money with total installed capacity of 38,395.90 MW as on March 10, Tad urged the Government to furnish year wise and Project-wise breakup of how and where the money was used. Except Rs 225 Crore package collected and used for revival of Apex Bank, against Tawang-I, Tawang -II,        and Dibang Multipurpose, the remaining expenditure of Rs 825.06 Crore from 114 Projects are yet to be disclosed to the public, he said.

Tana urged the Government to reveal the deposit and balance sheet in its white paper.

The party went on to add that “public hearing is an eye wash and a postmortem exercise carried out after everything is over”.

It further added that the Arunachal Pradesh Power Policy of 2008 and Relief and Rehabilitation Policy of the State have been framed to suit the interest of the companies and not evolved through discussion and debate with the civil societies, political parties, press fraternity, intellectuals, Students Organizations, PR institutions. Had Govt. followed the cardinal principles of democracy as was partially done in recent education policy of the state, it would not have to cover up all it's hastily misdoings, it added.

NCP Unit Arunachal is not against development or anti-power projects, what it wants is healthy and open public debate, review of all MOAs, amendment to Hydro Pbwer Policy and Relief and Rehabilitation Policy, it added.

NCP further urged the Govt. to disclose in its white paper, the track records of Patel Tours and Travels, Nido Energy Pvt. Ltd, Patkai Energy Company Ltd, Arunachal Pradesh Mega Power Projects Ltd, Tama Fabrication Works and others.

ITANAGAR, Apr 29: All Arunachal Pradesh Students ’ Union, All Nyishi Youth Association, United Nyishi Organization and All Arunachal Contractor Welfare Association and Rajiv Gandhi University Employees Association have come out in support of Rajiv Gandhi University Students Union who are demanding the removal of the Vice Chancellor Prof K C Belliappa.

RGUSU have been agitating the removal of the VC for allegedly failing to discharge his responsibilities as the Head of the University. The organizations further reacted to the entry of the Police Personnel to the campus yesterday to break open the office of the University which was locked up by the agitating students.

The All Arunachal Pradesh Students’ Union (AAPSU) dubbed the “intrusion of police personnel inside the Rajiv Gandhi University as unfortunate, provoking and without any sense of logic” when there is enough numbers of security guards engaged by the university. The entry of police in the campus has disturbed the sanctity of highest temple of learning in the state and has further infuriated the agitating student body, Union said.

Union President Takam Tatung informed that it has decided to take up the issue for the removal of Prof. K.C Belliapa if the state government fails to heed to the demand after the expiry of bandh call at university campus on Friday by students.

He said that Union would be forced to hit the street in phase manner while adding that it still hopes the wisdom of high powered committee constituted by the government shall prevail. However the Union added that the judgment of high powered committee under the chairmanship of Minister of P.W.D Nabam Tuki lacks clarity & lot to be desired. The committee should have played a more vital role in solving the issue, it added. It called upon the Governor Gen (Retd) J.J Singh not to remain indifferent to the whole situation taking place in the Rajiv Gandhi University   in his capacity as the Chief Reactor of the university.

Rajiv Gandhi University Employees Association has come out alleging the Vice Chancellor of not doing enough for the University. Demanding the resignation of the VC for his failure to discharge responsibilities as the Vice Chancellor, it said that all wrongs can only be rectified if the VC leaves the campus. It added that during the last three years not a single post has been filled against the 52 non teaching posts sanctioned.

The Association threatened to launch series of agitation if the VC does not leave the campus.

All Nyishi Youth Association has come out in support of the RSUGU and called on the VC to leave the campus within 48 hours. It further said that state government should advice the Vice Chancellor not to attend office till the High powered committee submits its report.

United Nyishi Organization and All Arunachal Contractor Welfare Association expressed concern at the happenings at the University. It said that VC should leave the campus instead of creating uneasy atmosphere in the University and before people take laws in to their own hands to resolve the issue.  It further called on the state government to find an amicable solution before the commencement of the final semester examinations in the university. The Organisations further warned of democratic movement for the removal of the VC.

The Inner Line Illusion

Saturday Cinemaghar

ITANAGAR, Apr 29: There has always been a lot of debate and dialogue in the recent past about the Inner Line permit. So much so that even a significant CCRD-organised seminar on the Look East Policy had to be abandoned because of the emotions it evoked. Much has been said about its efficacy, its relevance today and even its abolition- but surprisingly never in public.

This week on Saturday Cinemaghar, CCRD brings this contentious issues out from drawing rooms into the public domain. The panel discussion this week will engage with the very idea of the Inner Line Permit, what relevance it has today in this age of globalization, whether it has really been effective or is merely an illusion and official procedure that is followed out of habit, whether there is a need to re-visit the principles behind the policy of an inner line, and most importantly, whether this relic from a distant past needs revamping and re-structuring on the face of demands of a tourism and commerce driven economy and what perils might be attached to this. The panel debating this complex issue represents a cross-section of the points of view- Nyali Ete, a senior bureaucrat in the state administration, Hibu Tamang, a sentinel of the police force that keeps the complicated law and order of the state capital in equilibrium, Techi Lala, a leading figure in the commerce and entrepreneurship scene of the state and Jarpum Gamlin, the CEO of The Sentinel Arunachal, who has relocated there after a decade spent in the corporate sector in the country's capital.

The discussion will be moderated by Lijum Nosi, Assistant Professor in Economics at the Rajiv Gandhi University, a young and unassuming academic doing his bit for the state he so loves.

The panel discussion will be completed by Arghya Basu's film "Death, Life, etc." The film depicts a narrative where Jigme Norbu Lachenpa, a young entrepreneur is keen on promoting tourism in Lachen, his home village, a settlement of semi nomadic tribes trying to strike balance between the Buddha and BRO (Border Roads Organisation). Jigme and his friends want to take us to a corner of the world where telephone and satellite TV have not yet penetrated. People come home for the Lossar (New Year) festival, carrying the City in tiny gift-wrapped packages; Dish TV and Handycam. Paradoxes haunt present-day Bhutia societies grappling with shifting memories and traces of ancestral rituals; lives and times lost and found in contemporary fiction.

Rono Hills: the fight for supremacy

Tongam Rina

Nestled in beautiful Rono Hills, for more than two decades, the Rajiv Gandhi University has churned out many individuals who are assets of the state. But the same University today finds itself at the centre of controversy and is synonymous with violence. We would have expected that one of the reputed centres of higher learning in the whole of Northeast would teach us lesson or two on how to take the state and the region forward. But sadly it looks like we have to wait for some more time before the University realizes the huge positive role it can play.

So far, it chooses to be a battle ground of sorts ignoring the facts that thousand of career are at stake and funds for development of the institution are freezing.

All this is happening because the head of the university and students cannot sit down and talk. So estranged is the relation they would rather talk it through the media.   This despite the fact that all of them stay at the same tiny campus!

Tragedy struck the University when the Registrar Dr Deepak Pandey committed suicide. The Police continue to investigate the case, but perhaps we will never know what actually led to Dr Pandey’s suicide, notwithstanding the three suicides notes.

Even before University could gather itself from the tragedy,   came the shameful event of manhandling of the Vice Chancellor right in front of the whole University.

If Police records are correct, those people who came and assaulted the Vice Chancellor in the campus were outsiders. The audacity is such.

Some weeks later, the students decided to go on rampage. The police made its entry after the damages were done, despite the fact that agitated students were on a 48 hours bandh.

Citizens would have really liked to see democratic ways of protests and an amicable solution for the sake of the institution and the state. Instead University was and is on a warpath. Students and authorities would rather fight it out in open for everyone to see as if the university was a personal fiefdom. Talking it out or taking the course of the law does not seem to be an option.

But than future leaders of the state and learned teachers does not seem to be too bothered about the well being of the University.

Today the Institution which was set with much hope has been reduced to a non entity as individuals fight for supremacy.

Impressions of an avid movie goer

Saturday cinemaghar, CCRD & ground coffee

P.Ringu

“Wow”! That’s what my good friend Dr. Prashanta Bhattacharjee, SMO (Homeo) of Naharlagan General Hospital exclaimed when he first came to attend a Saturday cinemaghar film show at the E & K restaurant of Naharlagan organized by CCRD (Centre for Cultural Research & Documentation ).

The choicest & the best documentaries as well as feature films are there on the platter - only for you. Films made by international, national and even local Arunachalee directors vie with one another for your attention. You name it & you have it there. As a matter of fact, Hollywood & Bollywood movies can be had easily at any CD shop in your neighborhood. But the films which are screened at the Saturday Cinemaghar, you don’t find them anywhere even if you’ve the moolah to pay for it.

A panel discussion & interactive session with the audience is another feature of the show. Meanwhile, generous rounds of  coffee ( freshly ground coffee seeds at the spot brought from Delhi) with sandwiches are served to perk up the energy level.

And all these for free, absolutely! Says Dr.Bhattacharjee, “ Had it been Calcutta, there would’ve been a long queue for the show from Banderdewa to E & K’s”.

And as usual, last Saturday’s programme was also no exception. Continuing with the tradition of dishing out horizon widening films, last week’s topic was on domestic violence viz a viz. north-east.

Domestic violence is an issue of great concern not only for other parts of the world, but for Arunachal as well, said Tadar Mepung, vice-chairperson of Arunachal Pradesh State Women’s Commission (APSWC) cum law officer. She further informed that majority of the women are victims of violence in home. “But”, she cautions, “with the passing of The Domestic Violence Act 2005 by Lok Sabha , at last womenfolk can find protection & fight against the injustices meted out to them”.

Taking part in the discussion, Taw Azu, Rights Activist & Asst. Prof. of English, DNGC explained, “Domestic violence covers all forms of abuse that can harm or cause injury of the aggrieved person. The abuse can be physical, sexual, verbal, emotional, and economic.”

Throwing further light on the subject, she said that the act covers all women including child (male or female), residing in the household who is related in some way to the respondent. “The respondent,” she elucidated, “is any male, adult person who is, or has been, in a domestic relationship with the aggrieved person”. But, she continued, the case can also be filed against the relatives of  the respondent e.g. mother, sister if they are involved.

“And what is more, the aggrieved person doesn’t have to be married to the respondent. In case of live-in relationship also, the act gives the same protection to the female partner”, added Taw.

Explaining the legal perspective, Dani Bello, advocate, said that the act makes provisions for the state to provide for protection officers & the whole machinery by which to implement the act. He further informed that for speedy redressal, the case can be tried in the court of any 1st class judicial magistrate.

In  reply to queries of Oimang Megu, PhD anthropology & Padmavati Ongong, PhD Hindi, both from RGU, the panel informed that The Act was yet to be fully implemented in Arunachal. They also hoped for budgetary & other logistical support from the government.

With Mamata Riba Naksang, Deputy Secy. Health & Family Welfare cum member secy. APSWC, acting as moderator, the programme continued with the film titled “Fractured glass”.

Directed by eminent director Moji Riba, the film explored the incidences of marital domestic violence with a perspective on the north-east India. The experiences of Darilyn Syiem, a victim from Meghalaya brought tears in the eyes of the audience. It was inter-cut with the life of the protagonist of a street play on the same issue, which greatly enriched the viewing experience.

CCRD is really doing a marvelous job by not only organizing film shows, but also by doing research & documentation of the rich traditional heritages of Arunachal. Amongst its numerous activities, it also conducts a diploma course in Mass Communications, the first of its kind in this state in collaboration with RGU.

On a personal note, I’ve a small regret. During my college days at Calcutta, I could never attend a single film festival there. The first time I went, the queue was so long that by the time my turn came, all the tickets were sold out. The second time I went, a fight broke out in the crowd & the police started lathi charging. I barely managed to save my skin & that was the end of my adventure with any film festival there.

But here in Naharlagan, the situation is entirely different. With free coffee, I mean freshly ground coffee flowing abundantly, and with no risk of lathi charge, what’s keeping you from the Saturday Cinemaghar ?

Says one regular viewer, “For me it’s God sent. You don’t get to see such shows for free in other cities like Delhi & Bombay. And  that too every   Saturday”.

He exclaims, “This is unbelievable”, and then with a smile says, “ As long as I’m here in the capital, I’m not going to miss a single one of them.”

Power projects in Arunachal, liaison office in other state

Dear Editor,

Establishment of the regional/Liaison office of concerned power developer should set up their office inside the territory of hosting state.

It has been observed that the Liaison office of Ranganadi H.E. Project

of NEEPCO Ltd has been established at North Lakhimpur (Assam) as well as Liaison office of Kameng H.E. Project established at Tezpur (Assam), since the construction started.

It is also learnt that the M/s JAYPEE Arunachal Power Limited has their office at Khanamukh, West Jalukbari, opposite Forest checks Gate, VIP Road, and Guwahati, rather they should have their office at Itanagar, or at other location in the state.

If 100% group C & D posts are  purely reserved for the people of the hoisting state as per the MoA/MoU, why the people from other state are employed in the name of executing project in Arunachal at their respective Regional/ Liaison office? Is any one there to put the entire affair into right direction? The duty and responsibilities of Govt. should not end here with signing of MoA/MoU; rather they should keep close vigil on them. All this pool of activity happening around is just a disgusting act of implementing agency as well as monitoring authorities.

In view of above, I once again, would like to draw the kind attention of authority concern and the implementing agencies to establish their respective Regional/ Liaison office inside Arunachal, so that it should be made approachable for everyone.

A monitoring committee may be constituted for strict vigilance in various activities till the completion of projects, which will not only promote the unemployed youth of state, but also will ensure maximum transparency in recruitment process, by these power developers.

Yours,

Taw Teri

Mayawati’s U-Turn and Shibu Soren’s About-Turn

Dear Editor,

Our politicians just proves that in Indian politics, commitment to a cause is a matter of convenience.

Just the day when Barat Bandh was observed by the united opposition to protest to the price rise, the very same evening some of these opposition parties changed their course of action during the cut-motion and voted against it.

BJP suffered bruises from the cut motion, as all its cut-motions were defeated by the UPA Govt. But perhaps the biggest embarrassment came from Shibu Soren, who runs a JMM-BJP Govt in Jharkhand but voted for the Congress during the motion. JMM Chief might have thought that a Mayawati move of unconditional support might do wonders for him but what he did not expect was that BJP would answer his betrayal in a befitting manner.

When asked as to why did he voted against the BJP sponsored cut-motion, he replied “vote aise hi diya”.  A case of comfortably easy-going confident politician.

Now that Soren has lost his majority and if the Congress does not support him, the President’s Rule seems the closest option for the State.  As of now Congress is keeping high moral by keeping away from Jharkhand politics. Soren’s son Hemant appeals to the BJP and said that his father would step down as CM if BJP want to form the Govt in the state. Surely politicians like Soren cannot sit in opposition or remain out of power.

Problems of Rakap Colony

Dear Editor,

The Rakap Colony in the Capital complex remains neglected  for many years with numerous problems.  Despite repeated request to the department concerned for renovation of road between Forest colony and Rakap colony, in Naharlagun, no fund has been sanctioned yet for this purpose. The road was completely damaged during 1995-96 due to flood triggered by heavy shower.

Moreover, the Rakap colony dwellers who had lost house-hold properties due to heavy rain on June 14, 2008, are yet to receive any relief from the authorities.

This year too, drainage system in various points at Rakap colony has been damaged due heavy downpour and flash flood. The Colony dwellers lost their properties due to such unexpected flood.

The report on damage has already been submitted to the authorities. Authorities are now requested to extend relief to the affected families.

M F Bengia

The power is with us

Dear Editor,

"Power crisis hits Roing", and then "Power crisis continues to hits Roing". This is how the media reports on the power crisis in Roing.

Ever wondered, such report helps which section of people? It’s not the consumers, but the bureaucrats and the govt department themselves.

On site visits, it has been found that the recurring power crisis can be managed. But why would anybody want to? It is at the expense of such crisis that one makes fortunes.

And then, the public. Everybody is frustrated, but the system has made them so passive, that they do not realise its injustice and they have right to protest.

Politicians or bureaucrats won't come at the door for service, it’s the people who have to raise their voice.

Yours,

Raju Mimi,

Kayi does it, needs encouragement

Dear Editor,

Jeli Kayi from  Liromoba circle, West Siang has successfully cleared the hurdle of audition test in 5th Indian Idol, a Sony TV Reality Show, an ultimate platform for budding singers from across the nation to realize their dreams.

His success in audition test has put Arunachal Pradesh into limelight across the country.

He deserves an acknowledgement of praise, since proper recognition of an achievement will help him to perform better in all his forthcoming attempts. Arunachal Pradesh has scores of singing talents but they are not finding any niche to establish themselves. Jeli Kayi`s achievement in this talent hunt show may pave a way for promising singers to set their feat in broader perspective. I wish him the best of luck in his singing endeavors.

Yours,

What happened to Arunachal in AAPSU site?

Dear Editor,

I have visited the APPSU website, but it was very surprising to see few district are mentioned wrongly and is some cases not mentioned at all.

Anjaw is mentioned as Anjan while East Siang is east Sia while Lohit district is not mentioned at all. This may mislead or confuse the tourist who wants to visit the state.

We don’t expect one of our biggest student organizations to be very negligent. One wishes things are done with some more responsibility. There are many members in union, atleast one could have checked it once thoroughly before putting it online.

I wish it could be rectified soon.

Yours,

Concerned Arunachalee (on E-mail)
